We've seen some messages come in that where obvious spam. Most recipients had it blocked. 1 recipient it was delivered to. Why is this and how can I fix it?

If they were identical messages from an identical source, were the allowed copies delivered first? I've seen some spam in my Barracuda where the delivery was spaced out (perhaps in an attempt to avoid draconian rate controls) with minutes between messages and Zero-Hour Intent apparently was updated as it blocked later messages in the string.
I've also seen the occasional spam string of identical content that switched the sending servers in mid-stream, and one of the servers was blocked but the other was not.
I did have one control freak who insisted his address be whitelisted so nothing was blocked, including spam. That only lasted for two days. ☺
