Pushing apps on already enrolled devices

Are the devices running iOS 9.2?  If so, you are likely running into an Apple bug.  An update to 9.2.1 should fix the problem.

I seem to behaving an issue where apps are not being pushed to devices that are already enrolled and have been requested to sync the missing apps with.  Apps are intalled when the devices are initially enrolled but I can't seem to get them installed after the fact.  Queries seem to go through fine as well as messages sent from the MDM.
