Since 2016 most search engines have moved to using HTTPS by default, to provide safe search with these services you must use SSL inspection. Google provides a workaround, if you have your own DNS server, you can create alternate records to redirect users to a url that enforces the safe search. You do have to create multiple records for every TLD offered by the search portal, for Google there are numerous.
