Block admin access to specific users

We have multiple IT admins in our environment and for compliance reason we need to prevent some of them from being able to read the emails of very specific users.  We would greatly appreciate a feature to limit domain admins to "helpdesk" access for specific users, such as our HR department.  It would not have to be a hard block, it would be acceptable if access to those specific accounts was logged and automatically reported to the senior domain admin for accountability.

 

In an ideal world we would be able to set one user as a global admin who would still have access to the blocked accounts, and all the other domain admins would be blocked from viewing the email contents for those specific users(email addresses).
