(Please comment if you think you know what is wrong)
This issue only occurs within our work network.  
I cannot reproduce this issue on my home network or over cellular. 
(Therefore I'm assuming this is a misconfigured firewall issue.) 
This issue is consistent across all browsers. 
Go to banamex.com and the page displays correctly. 
In the top-right corner, when I click on "Banca en linea" and then "BancaNet" the following occurs:
At the bottom of Chrome it says "Waiting for bancanet.banamex.com..."
Chrome tab says "Loading..."
Chrome address bar says "https://bancanet.banamex.com/MXGCB/JPS/portal/LocaleSwitch.do?locale=es_MX&JFP_TOKEN=3TFSI6EB
Page eventually displays:
"This site can’t be reached The connection was reset.
Checking the connection
Checking the proxy and the firewall
Running Windows Network Diagnostics
Edit: pinging bancanet.banamex.com translates to
Reverse lookup of  resolves to "a172-224-197-104.deploy.static.akamaitechnologies.com"
I have already whitelisted myself by user name in Forwarding Rules, and this is the only site I'm unable to get to.
