Cloud Protection not set up, yet blocked inbound mail?

As the title says, I don't have Cloud Protection fully configured to scan inbound mail, yet for some reason over the last couple days a handful of messages appear to have been blocked by it?? What's even more curious is sender of the blocked messages is using ESS for their inbound and outbound email. Any thoughts what is going on here

Surely somebody has some information about this? I'm still seeing messages block in the graph under Appliance Control.
