Remove from the blacklist

I have been recently assigned the ip by Aruba. It seems it has been used by some spammer in the past or has been exploited in some way. I have already been removed from every other worthwhile blacklist and whitelisted at dnswl.org.

I also submitted a removal request on the page http://www.barracudacentral.org/rbl/removal-request, which has lead to no reply or removal at all. Is that page still maintained or used in any way? I saw multiple people having no reply when submitting the IP on this page. I think not processing requests made on that page hurts barracuda blacklist reliability as IPs which have been reassigned but are now clean will be wrongly listed.
