We are requesting that global content policy cannot be overridden by user level sender policy.

Per ticket 02579935,  if we as admins block a domain at global level via content policy, individual users can override that block by whitelisting a sender in personal sender policy. This logic is flawed because we block senders/domains for a reason and user level policy shall not override global content policy. We are requesting that global content policy cannot be overridden by user level sender policy.

I agree with this! I mentioned this a few years ago to no avail so far. Administrator level policies should always take precedents over user level
